Technique
I can't knit in the round, so I did it flat and then sewed up the edges, but if you know how to do it in the round then go for it! :-)

BASE HAT
In C 1, loosely cast on 100 st.
STRIPE 1 ] - COLOUR
Knit 5 rows in stockinette stich:

Change colour.

THE OTHER STUFF
Get your crochet hook. Make 2 of each.
LROLHET EDGE
Turn hat inside out. In colour 1. pick up & single crochet on every stitch around on the last row of colour 1 (= before it changes to colour 2) 2) keep crocheting in the round for anoter 3 rows (4 rows in total) Bind off.
EAR FLAPS
Still in colour 1. (1) count 20 st. from the seam and single crochet in the next 15 st. (2) turn and single crochet 15 (3) turn and single crochet 15 (4) turn and single crochet 15 (5) turn, 1 invisible decrease, single crochet until last 3, 1 invisible decrease, 1 single crochet (6) repeat (5) for following rows as long as it's still possible. Bind off.
BRAIDS
With double threads of yarn in colour 1. Pull the yarn up in a loop through the bottom row of the ear flap. Chain until the braid has the desired length and bind off.
L TASSLES
In colour 3. According to http://www.cutoutandkeep.net/projects/crochet-pot-leaf. Attach to braids.
