Yardage
Yardage numbers are always an estimate. Ihave tried to overestimate to ensure you have enough. If you are going to be knitting the skirt longer than the waist size (ie a 2y/20" waist with size 6y length) look at the yardage requirements for the length you will knit, rather than the waist size.

Sizes 17(18,19, 20, 21) (22, 23, 24, 25) inches For the waistband please choose a size based on the child's waist measurement rather than their age. Once the waistband has been knitted, then you can choose a length based on the child's age.
Start Knitting!!!

Fold the waistband at the purl ridge. With the left needle, pick up a stitch from the first cast on stitch. With the right needle knit together the picked up stitch and the stitch already on the needle (the same way you do a k2tog). Continue knitting together a stitch from the needle with the corresponding cast on stitch until you have 5 stitches before the stitch marker. Cast off these 5 stitches. Place the stitch that is remaining on the right needle back onto the left needle. Row 6- repeat row 2. Row 7- knit. Cast off in pattern.
Finishing
Block the skirt. Put elastic through the waistband. Sew the underneath edging (the right edging should be on top) to the waistband edge and sew up the elastic hole. Sew buttons evenly on overlapping the two edges. (It is easier if you tack the two edges together, sew on the buttons then undo the tacking. Or alternatively you could keep the edges sewn together.) Sew pockets down and sew a button on the inside lining up with the buttonhole.
