38 sts and 50 rounds = 4 inches in stockinette.
PATTERNNOTES
This pattern is written from the cuff down with a traditional heel flap and gusset. While working the cuff chart, the stitch count within the pattern repeat will change between a multiple of 10[12] stitches and a multiple of 12[14] stitches. While working the leg chart, the stitch count within the chart will change between 11[13] and 13[15] stitches.

At the completion of the last leg repeat, remove BOR marker, k11, p1, k6. Rearrange sts so that the last 37 sts worked are on a single needle; these sts will be used to work the heel flap, while the rem 35 sts will be held for top of foot. Turn work so WS is facing.
CLUE 3:HEEL FLAP AND TURN (both sizes)
Read carefully! Throughout the heel flap and turn, the first and last sts of WS rows are slipped with the yarn at the front (WS) of the work. As well, the heel flap is worked in a slipped stitch and garter pattern, so the alternate KNIT stitches on Row 1 are intentional and not a misprint.
Heel Flap:
Row 1 (WS): \*sl1p wyif, k1; rep from \* to last heel flap st, sl1p wyif, turn. Row 2 (RS): k across all heel flap sts, turn. Repeat Rows 1 and 2 until heel flap measures about 2.25 inches or desired length. Err on the side of a longer heel flap, particularly if your socks' recipient is a man with larger feet. The fabric on the foot will bias slightly, and a few extra stitches will prevent the top of the foot from puckering.
Heel Turn:
Row 1 (WS): sl1p wyif, p17[19], p2tog, sl1p wyif, turn. 10[14] sts left unworked. Row 2 (RS): k7[5], ssk, k1, turn. 10[14] sts left unworked. Row 3 (WS): sl1p wyif, kto 1 st before gap created by turn on previous row, p2tog to close gap (1 st from each side of gap), sl1p wyif, turn. Row 4 (RS): kto 1 st before gap created by turn on previous row, ssk to close gap (1 st from each side of gap), k1, turn. Repeat rows 3 and 4 until all sts have been worked, omitting turn on last RS row. 19[21] heel flap sts rem, with RS facing for next step.
Rejoin in round:
Pick up and k 1 st in each selvedge st along edge of heel flap, and 1 st between heel flap and top of foot. Place BOR marker. k5, p1, k17[23], p1, k5 (counts as Round 1 of foot), place side marker. Pick up and k 1 st between top of foot and heel flap, and 1 st in each selvedge st along other edge of heel flap, being sure to match the number of picked up sts with the other edge. K to BoR marker.
