The finished size for my mittens is 19cm / 7 %" (top of cuff to tip of fingers) X 8.5cm / 3 3/s" (at widest part of palm). Including the cuff, the total length measures 22.5cm / 9 %". I have long, narrow hands! If you need a shorter mitten, start the thumb gusset further up the palm (so the bottom of the mitten ends up being part of the cuff). If you need a wider mitten, add a column of purl stitches on either side of the chart (you may have to play with the cuff ribbing to make it look right). You could also go up a needle size or two as these are very dense mittens. As for the cuff, I liked mine shorter;if you prefer more of your wrist to be covered, just add extra rows of ribbing.
Mitten:
Cast on 36 st double-stranded across 4 needles. Join round. Work chart from right to left in the round. On each round, start with the chart for the top of the hand, then keep knitting along the chart for the palm. For one mitten, make the thumb increases where they are marked. For the opposite mitten, use the chart in reverse (its mirror image so the increases fall on the left side of the palm chart). After entire chart has been knitted, thread yarn through all loops left on needles and pull tight OR use Kitchener stitch (whichever you prefer). Weave in ends.
Thumb:
Put 13 sts of thumb on DP needles, pick up 3 st around space between thumb and forefinger. Round 1: Knit Round 2: K12, K2tog, K2 Rounds 3-13 (or as many as you need for the right length): Knit Round 14: K2tog, K1 around Round 15: Knit Round 16: K2tog, K1 around Round 17: K2tog around Thread yarn through all loops and pull tight OR use Kitchener stitch (whichever you prefer). Weave in end.
