Instructions for the ties
From the last row that you knit of the brown back of the eye, pick up three consecutive stitches. Knit in I-cord fashion for 12.5 inches (so there's plenty of tie to tie) BO As on a clockface, place the beginning of the first tie at the 4 o'clock position. Now pick up three consecutive stitches from between the 11 and 12 positions, and complete second tie as you did the first, except knit for 14.5 in.
Instructions for the rim around the eye
Pick up 48 stitches from the first row knitted in the white/light blue yarn. Knit one row, then BO.
Finishing
Weave in loose ends
